ATK% main stats, substats ATK Spd > Rage Regen > Crit. Rate. His ATK is low: his value is P. and M. DMG Vulnerability from Basic ATKs and Ultimate, and an Ultimate that pulls and slows enemies. So aim for more Ultimates (Rage Regen +15%) and +4% DMG for the whole team; Tome of Horror triggers on the targets he slows (ATK Spd +30, Rage Regen +50%).
Suggested by AI from the hero's skills and the game's gear bonuses, not tested in game.
